Responsibilities of the Senior Proposal Manager will include but not limited to:
• Assists in managing the pursuit of opportunities by:
o Determining the proposals Modis should pursue by assessing our capability and past performance against solicitation requirements;
o Providing guidance to Team Members on opportunities to order from Tendering Service websites;
• Reviews solicitation documents to identify potential risks / difficulties and prepares the Solicitation Summary as necessary.
• Plans for the successful completion and submission of winning solicitation responses.
• Manages proposal development and delivery of proposals at all levels of complexity including responses to government procurement vehicles by:
o Working closely with Solutions Consultants, Talent Solutions Consultants and other colleagues in managing, writing and preparing proposals;
o Reviewing solicitation amendments and communicating the impact of solicitation amendments on proposals currently in progress to the proposal team members;
o Leading bid status meetings in accordance with the proposal timelines and complexity to report progress;
o Creating proposal schedules;
o Assigning work to proposal team members, as required;
o Managing and tracking the effort of proposal team members against the proposal schedule;
o Creating proposal shells that are consistent with the bid submission instructions of solicitations;
o Writing proposal content to meet specific proposal requirements;
o Reviewing and providing feedback on proposal content provided by proposal team members;
o Reviewing grids and resumes to verify and improve on the content to assure grids and resumes meet quality objectives;
o Maintaining version control of all bid documents;
o Performing a quality review of entire submissions and providing final verification against evaluation criteria;
o Preparing the proposal submission (i.e. physical or electronic assembly), and presenting the submissions to the Solutions Consultant for delivery, (as appropriate).
• Performs proposal closeout activities once proposals have been submitted by:
o Updating the corporate tracking database with current, accurate proposal information;
o Extracting references and re-usable components from the final proposal documents and storing them appropriately in the corporate repository
• Mentors other Proposal and Corporate Knowledge Centre (PCKC) Team Members in the performance of their position-related duties in the spirit of making the team and individuals more effective.
• Assists in monitoring the PCKC Shared Inbox, as necessary.
• Formulates and sends complex questions to contracting authorities seeking clarity on solicitations.
o Post-Secondary Education (college or university) combined with office administration, writing/editing experience, or considerable experience within a similar role;
o A minimum of 8-10 years’ experience managing winning proposals in response to Canadian Federal / Provincial Government solicitations, (experience working with teams in responding to formal solicitations tenders, coordinating schedules and setting deadlines);
o Technical writing, freelance writing or editing, technical recruiting for Request for Proposals (RFP’s), account management with an RFP component are all assets;
o Ability to assess solicitation documents and review proposal submissions to ensure compliance, integrity and quality is desired.
o Expert level knowledge of Federal / Provincial Government or other Procurement processes.
o Proficiency in using BuyandSell, MERX® and other tender websites used for the release of business opportunities;
• Strong communication skills both verbal and in writing; ability to work in French is an asset.
• Comprehensive understanding of business processes and practices and the ability to follow established procedures for engaging work in developing proposals and provide improvements;
• Team player attitude and willingness to give and take direction;
• Performs multiple tasks simultaneously;
• Ability to negotiate deadlines as needed;
• Works well under pressure;
• Ability to create work timelines to accommodate various schedules to avoid bottleneck situations;
• Builds strong relationships externally with procurement personnel and internally with managers, clients and colleagues.
• Expert level computer literacy to include PC based applications, using PDF tools to assemble documents electronically and strong web navigation skills;
